Tóm tắt: Nghiên cứu nhằm nhận diện năng lực giúp Việt Nam tận dụng Hiệp định Đối tác Kinh tế Toàn diện Khu vực (RCEP) trong bối cảnh thương mại xanh, chuyển đổi số và tái cấu trúc chuỗi cung ứng. Dữ liệu gồm văn kiện RCEP, các công trình học thuật, báo cáo chính sách, số liệu thứ cấp về xuất khẩu giai đoạn 2016-2025 và giấy chứng nhận xuất xứ ưu đãi (C/O) 2022-2024 được phân tích bằng phương pháp thống kê mô tả kết hợp cùng tổng quan tích hợp và phân tích chính sách. Kết quả cho thấy xuất khẩu của Việt Nam sang RCEP đạt 172,08 tỷ USD năm 2025, trong khi tỷ lệ sử dụng C/O RCEP chỉ đạt 1,83% năm 2024. Hai chỉ báo phản ánh những khía cạnh khác nhau của quan hệ thương mại: quy mô xuất khẩu cho thấy tầm quan trọng của thị trường RCEP, còn tỷ lệ C/O phản ánh mức sử dụng ưu đãi thuế quan theo Hiệp định. Từ đó, bài viết đề xuất một số hàm ý chính sách nhằm mở rộng cách tiếp cận về tận dụng các hiệp định thương mại tự do từ góc độ năng lực chuyển hóa ưu đãi.

LEVERAGING RCEP IN THE CONTEXT OF GREEN TRADE, DIGITALIZATION, AND SUPPLY CHAIN RESTRUCTURING: IMPLICATIONS FOR VIETNAM'S EXPORTS

Abstract: This study identifies the capabilities that enable Vietnam to leverage the Regional Comprehensive Economic Partnership (RCEP) in the context of green trade, digital transformation, and supply chain restructuring. The study draws on the RCEP Agreement, academic literature, policy reports, secondary export data for 2016–2025, and preferential certificate of origin (C/O) data for 2022–2024. These data are analyzed using descriptive statistics combined with an integrative literature review and policy analysis. The results show that Vietnam’s exports to RCEP markets reached USD 172.08 billion in 2025, while the utilization rate of RCEP preferential C/Os was only 1.83% in 2024. The two indicators capture different dimensions of the trade relationship: export value reflects the importance of RCEP markets, whereas the C/O utilization rate reflects the extent to which tariff preferences under the Agreement are utilized. Based on these findings, the study proposes several policy implications and broadens the approach to FTA utilization from the perspective of the capability to translate trade preferences into trade outcomes.
